Bouygues Travaux Publics (TP) and Laing O’Rourke, two of Europe’s most dynamic engineering and construction specialists, are working together in a joint venture named BYLOR to deliver the main civil engineering works at Hinkley Point C (HPC), worth over £2.8 billion.
BYLOR is pushing the boundaries of innovation and modern technology while delivering high-quality construction on a massive scale. The project has already broken the UK record for the largest continuous concrete pour, at 9,000m³ of concrete.
As the primary civil works progressively reach completion, the project is now moving into a highly complex phase involving completion, finishing, integration and handover across the two nuclear units.

Purpose of the role:
To take overall operational responsibility for the completion, finishing and handover activities across approximately 50 buildings and more than 30 specialist work packages at Hinkley Point C.
The role will lead the transition from structural completion through to room and building handover, ensuring that all activities are delivered in the correct sequence, to the required quality and at the required productivity.
This is a senior construction leadership role rather than a traditional Completions Manager position. The successful candidate will act as the “orchestra conductor” of the completion programme, ensuring that multiple teams, trades and subcontractors operate as one integrated production programme.

The Completions Director / Completion Operations Leader will lead the overall completion strategy and operational delivery across both nuclear units.
The role will coordinate Project Leads, Construction Managers, package teams and specialist subcontractors, ensuring that completion activities are planned and delivered through an area- and building-led approach rather than as isolated work packages.

The role will establish the optimum sequence of work across buildings, floors and rooms, ensuring completion activities are undertaken sufficiently early to enable subsequent MEH installation, commissioning and downstream project activities.
The successful candidate will be responsible for driving a production-line mindset across the programme, reducing lost time between trades and creating a repeatable, room-by-room delivery process.
Key accountabilities:

Lead the overall completion strategy across both nuclear units.

Coordinate multiple Project Leads, Construction Managers, specialist teams and subcontractors.

Establish and manage the optimum sequence of works across buildings, floors and rooms.
-
Drive productivity, programme performance and predictable room-by-room completion.
-
Identify and remove constraints affecting delivery, including access, permits, logistics, materials, methods and interfaces.
-
Ensure completion works are delivered in line with the project programme and required quality standards.

Coordinate interfaces between construction, MEH installation, quality and commissioning teams.
-
Lead the transition of rooms through the project’s formal completion gateways.
-
Ensure work is genuinely complete and documented before areas are handed over to subsequent trades.
-
Monitor progress and take corrective action where delivery is falling behind programme.
-
Promote an integrated delivery model across the various completion packages.
-
Support the development and implementation of the Unit 2 completion strategy.
-
Provide clear and regular reporting to senior project leadership.
-
Challenge established approaches and identify opportunities to improve sequencing, productivity and delivery certainty.

This is one of the largest completion programmes currently being undertaken in the UK and includes:

Three to four years of major completion activity

Approximately 5,000 labour and staff across the wider programme

Approximately 140 staff within the immediate completion organisation, in addition to subcontractor resources

By 2027, completion activities are expected to represent more than half of the remaining construction scope.
Key Skills & Competencies:
Requirements:

Proven experience operating at Construction Director, Operations Director, Project Director, Deputy Project Director or equivalent level.

Significant experience leading major, highly complex construction or infrastructure programmes.

Experience delivering large-scale building construction, fit-out, completion or handover activities.

Proven ability to coordinate multiple specialist trades, subcontractors and work packages.

Strong understanding of construction sequencing, programme delivery, productivity and interface management.

Experience working across complex interfaces between construction, MEP/MEH installation and commissioning.

Experience in a highly regulated or technically complex environment.

Strong leadership and stakeholder-management skills.

Ability to lead through an area- or building-led delivery model rather than solely through individual packages.

Commercial and operational awareness, with the ability to manage significant delivery scope.

Desirable experience:

Previous experience within the nuclear, energy or major infrastructure sectors.

Experience in major healthcare, airport, data centre, pharmaceutical, defence or advanced manufacturing projects.

Experience working with complex MEP/MEH and commissioning interfaces.

Experience managing significant subcontractor workforces.

Experience implementing production-line, lean construction or area-based delivery approaches.

Experience of working on major programmes involving multiple buildings and repetitive room-by-room delivery.
Nuclear experience would be advantageous but is not essential. The key requirement is the ability to lead the whole operation, understand the sequence of work, challenge the programme, remove barriers, align teams and drive thousands of activities towards a common completion objective.
Additional Information:
The position will report to the Bouygues Director, who reports directly to the CEO of Bouygues Travaux Publics UK. The role will therefore have significant visibility and a strong Bouygues leadership mandate within the wider BYLOR organisation.
