 Purpose of the role:

The Completion & Process Engineer is responsible for the development, implementation, control and continuous improvement of construction completion processes, ensuring the efficient and controlled transition of areas from construction through completion and handover.

The role will have particular responsibility for developing and managing the processes required to achieve the process steps MS1 (Handover for Finishing), MS2 (Handover for Coating) and MS3 (Handover to NNB/MEH), ensuring that construction, quality, certification and readiness requirements are integrated into an effective and measurable completion process.

The Completion & Process Engineer will analyse construction and completion performance, identify constraints and bottlenecks, develop improved workflows and controls, coordinate interfaces between different production stages and ensure that blockers affecting completion milestones are identified and systematically removed.

The role will provide the process engineering link between Construction, Engineering, Quality, Planning, Finishing, Coating, Handover and the Clients (NNB and MEH), ensuring that completion activities are planned, monitored and delivered through standardised and continuously improving processes.

Key responsibilities and specific accountabilities:

Process Engineering & Continuous Improvement

  • Develop, implement and maintain construction completion processes, workflows and control systems for assigned buildings and areas.
  • Develop structured processes for the progression of the Delivery through MS1, Finishing, MS2, Coating, MS3 Handover and subsequent handover stages, integrating construction, engineering, quality and certification requirements.
  • Analyse Delivery and Completion processes to identify inefficiencies, constraints, bottlenecks and recurring causes of delay.
  • Develop and implement process improvements to increase productivity, quality, reliability and milestone predictability, promoting standardisation and a Right First Time approach.
  • Use performance data, lessons learned and root-cause analysis to drive continuous improvement and develop best practices across subsequent areas and building in Nuclear Island.

MS1 & MS2 & MS3 / Production Management

  • Develop and maintain the processes, controls, readiness criteria and acceptance conditions required to achieve MS1 (Handover for Finishing), MS2 (Handover for Coating) and MS3 (Handover to Client).
  • Translate milestone requirements into measurable activities, deliverables, inspections, certification and closure actions.
  • Monitor areas against planned MS1/MS2/MS3 dates and provide early warning where constraints may affect milestone achievement.
  • Identify and coordinate the removal interface blockers, ensuring clear ownership and target dates.
  • Work with Stakeholders and Planning teams to align completion requirements with production priorities, sequencing and short/medium-term planning.
  • Develop recovery actions where construction or completion performance threatens milestone dates.

Quality, Certification & Handover

  • Integrate quality control, ITP and certification for MS1, iHOC, MS2 & MS3 requirements into the overall completion process.
  • Monitor ITPs, inspection records, certificates and supporting quality documentation to ensure progressive completion and closure.
  • Monitor and coordinate closure of NCRs, Backlog NCRs, FCRs, defects, punch-list items and outstanding quality actions affecting completion readiness.
  • Develop controls to identify certification or documentation gaps before they become milestone blockers.
  • Coordinate readiness assessments and site inspections, ensuring physical and documentary completion are managed as an integrated process.
  • Coordinate the controlled transition of completed areas to Finishing, Coating, SSW, PIA, RSN, 3D Scan, and others.

Stakeholder, Constraint & Interface Management

  • Identify and coordinate stakeholders required for successful achievement of MS1 and MS2 and MS3, including Delivery, Engineering, Quality, Planning, Finishing, Coating, Commissioning and Tier 2 Contractors.
  • Establish clear responsibilities and interfaces between teams involved in the completion process.
  • Facilitate completion, constraint and readiness reviews and coordinate cross-functional actions through to closure.
  • Analyse recurring blockers, determine root causes and implement measures to prevent recurrence.
  • Act as the engineering interface between the different teams.

Performance Monitoring & Process Control

  • Develop and maintain KPIs, dashboards, trackers and performance indicators for completion and milestone achievement.
  • Monitor planned versus actual MS1/MS2/MS3 performance, outstanding blockers, certification, defects and punch-list items.
  • Analyse completion performance and trends and provide data-driven recommendations, forecasts and recovery actions to Project Management.
  • Maintain accurate completion information within relevant project digital management systems.

Key Deliverables

The Completions & Process Engineer will be responsible for supporting the delivery and continuous improvement of:

  • MS1, MS2 and MS3 management processes.
  • Completion workflows and process maps.
  • Milestone readiness criteria and assessments.
  • Completion and certification control systems for MS1, iHOC, MS2, MS3.
  • Constraint and blocker management processes.
  • ITP and quality-record completion monitoring.
  • Punch-list, defect and NCR closure monitoring.
  • Completion dashboards and KPI reporting.
  • Readiness and handover documentation.
  • Process improvement and lessons-learned actions.
  • Reliable forecasts for MS1/MS2/MS3 milestone achievement.
