We are now seeking an experienced Business Development Manager to lead growth across our Repairs and Preservation business line (RPBL). This is a strategic commercial role centred on expanding VSL’s presence across multiple sectors including infrastructure, defence, utilities, ports, and other asset-intensive industries.

With operations across the Middle East and a strong reputation for quality, engineering excellence and reliability, we are seeking a highly experienced Health & Safety Manager to lead and strengthen our health and safety function.
This role will support our corporate and construction activities across the United Arab Emirates, Saudi Arabia, Qatar and Kuwait. The successful candidate will play a key role in developing a proactive safety culture, ensuring compliance and driving continuous improvement across our operations.
Job Summary:
As the Profit Centre Health & Safety Manager, you will be responsible for leading the implementation and continuous improvement of the company’s corporate Health & Safety management system and project-specific H&S plans.
You will work closely with the Profit Centre Manager, project teams and operational leaders to ensure compliance with legal, contractual, industry, ethical and company requirements. You will provide expert advice on risk management, audits, inspections, training, incident investigation and performance improvement.
The ideal candidate will have extensive experience in construction health and safety, strong knowledge of relevant legal and contractual requirements, and the confidence to influence leaders and challenge poor performance.
Responsibilities:
Health & Safety Management Systems:

Lead the design, implementation and continuous improvement of the corporate Health & Safety management system.

Develop and support the implementation of project Health & Safety plans and risk assessments.

Translate legal, contractual, industry and company requirements into effective H&S processes and working practices.

Ensure Health & Safety is embedded into tender reviews, contract handovers, project planning, progress reviews and end-of-site assessments.

Maintain accurate documentation and records to demonstrate effective management-system implementation.
Audits, Inspections and Compliance:

Lead Health & Safety audits and inspections across construction projects and head office activities.

Oversee audits for major projects and ensure any findings are appropriately addressed.

Coordinate external audits and manage relevant Health & Safety certifications.

Monitor compliance with legal, contractual, industry and company standards.

Provide practical advice and support to management and project teams to improve safety performance.
Training and Safety Culture:

Lead the corporate Health & Safety training programme.

Identify training needs and develop initiatives to build organisational capability.

Promote proactive safety leadership and encourage teams to take ownership of Health & Safety.

Support managers and employees in developing safer working practices.

Inspire positive behavioural change and challenge established practices where necessary.
Performance Management and Reporting:

Lead Health & Safety Committee and Management Review meetings.

Prepare and deliver monthly Health & Safety performance reports for senior management.

Analyse performance data and convert findings into clear priorities and practical improvement actions.

Track Health & Safety objectives and ensure agreed actions are implemented.

Drive the corporate Health & Safety improvement action plan and monitor progress.
Incident and Emergency Management:

Respond to Health & Safety incidents and emergencies in a timely and effective manner.

Ensure incidents are notified, reported and investigated in accordance with company and legal requirements.

Lead root-cause investigations to identify underlying causes and prevent recurrence.

Record and manage incidents through the CORITY system.

Share lessons learned across the business and implement appropriate corrective and preventive actions.
Stakeholder and Operational Support:

Act as a trusted Health & Safety adviser to the Profit Centre Manager and other senior leaders.

Work closely with Project Managers and operational teams to support effective project delivery.

Influence leaders and employees to take ownership of Health & Safety performance.

Communicate clearly and credibly with colleagues at all levels, clients, contractors and external stakeholders.

Provide independent judgement, problem-solving and professional advice across the business.

Travel extensively throughout the Middle East to support operations, including the UAE, Saudi Arabia, Qatar and Kuwait.
Qualifications and Skills:

Recognised Health & Safety qualification, with relevant professional experience.

Local registration as a Safety Professional may be required.

Minimum of 10 years’ experience at Engineer or Officer level, including at least 7 years’ experience in Health & Safety.

Strong Health & Safety and risk-management knowledge within construction and associated activities.

Sound understanding of relevant legal, contractual and industry requirements.

Experience developing and implementing corporate and project Health & Safety management systems.

Proven experience conducting audits, inspections and root-cause investigations.

Strong data-analysis and reporting skills, with the ability to turn performance insights into practical improvements.

Experience managing Health & Safety training programmes and certification requirements.

Excellent leadership, influencing and stakeholder-management skills.

The role will be based in Dubai and will report to the Profit Centre Manager, with a functional reporting line to the Group Manager – Health & Safety.
