Project
The Lower Thames Crossing (LTC) is a major new road infrastructure scheme linking the A2/M2 in Kent with the A13 and M25 in Essex via a 2.6 mile twin bore tunnel beneath the River Thames—the longest road tunnel in the UK. The 14.5 mile route incorporates new approach roads, upgrades to existing highways, and significant structures including bridges and viaducts.
Role Overview
We are seeking a dynamic and experienced Health and Safety Manager to lead, coordinate, and enhance all health and safety activities for VSL’s Ground Engineering Works on the LTC project. This role plays a critical part in ensuring full compliance with CDM 2015 regulations, LTC and National Highways standards, while driving a strong Zero Harm culture across all operational phases. The successful candidate will provide strategic leadership, expert guidance, and hands on support to ensure safe delivery of complex engineering works in a high profile major project environment.
Main Responsibilities
Planning, Management & Coordination
- Support development and improvement of the H&S & Wellbeing Management System.
- Ensure compliance with CPP, RAMS, and VSL internal controls.
- Coordinate safe work planning with clients, PC/PD, and subcontractors.
Risk Management & Compliance
- Embed the 5 Lines of Defence, 6 Major Risks, and Life‑Saving Rules into project execution.
- Promote shared vigilance and STOP‑Work authority.
- Monitor plant, equipment, temporary works, isolations, and safety systems.
- Strengthen organisational and team-level risk controls.
- Review of Risk Assessments and Method Statements (RAMS), ensuring they meet VSL & LTC standards and are “Fit for Construction.”
- Monitor compliance with VSL & LTC standards for excavation, lifting operations, working at height, plant and equipment, hazardous substances, and temporary work.
- Strengthen organisational and team-level risk controls.
Incident Investigation & Improvement
- Lead investigations into incidents and near misses in accordance with VSL Investigate Incidents Procedure.
- Use tools such as Vigilance, Insight, and the QR Code Observation System to track and trend safety performance.
- Develop and distribute Learning Briefs and ensure corrective actions are implemented.
Site Safety, Inspections & Engagement
- Conduct regular site inspections, audits, and behavioral safety observations.
- Participate in weekly, monthly, and quarterly reviews and contribute to management reporting.
- Ensure compliance with PPE standards, site rules, and control of prohibited/restricted items.
Training, Communication & Culture
- Participate in Client Monthly H&S Meetings(SHELT)
- Deliver inductions, toolbox talks, and safety briefings tailored to ground engineering risks.
- Facilitate workforce engagement through forums, stand-downs, and daily coordination meetings.
- Develop, maintain, and oversee the project training matrix to ensure all personnel hold the required competencies and certifications.
Emergency Preparedness
- Ensure emergency arrangements are in place and communicated, including First Aid, Mental Health Support, and AED deployment.
- Liaise with site security and emergency services as required.
Candidate profile
Education & Experience
- NEBOSH General Certificate or equivalent Diploma in Occupational Health and Safety.
- NVQ L5 or 6 in Health and Safety (recommended).
- NHSS‑aligned training (e.g., Lantra NHSS 12), (preferable but not essential)
- Valid CSCS card
- Experience of administering, executing, and managing H&S on large scale Civil works projects.
- Adequately experienced in a H&S management role within construction or engineering scope of works.
- Experience in developing and implementing H&S management systems.
- Experience and required skills in incident investigation and root cause analysis.
- You probably have around 10 years’ experience, with 5 years in team leadership or management

- Willingness to travel and regularly attend project sites throughout the UK.
