The Pre-Construction Manager is responsible for leading the development, management and agreement of Target Outturn Cost (TOC0 packages for defined section of scope, part of the overarching Civil Works Programme of SZC. The Preconstruction Manager shall support the development of the strategy for delivering the scope safely and to cost, schedule and quality within the agreed constraints.

 

As part of the CWA (Civil Works Alliance) we will support the building for Sizewell C. Sizewell C will be a 3.2-gigawatt power station generating low-carbon electricity for around 6 million homes and will play a key role in our energy future, supplying reliable, clean electricity for at least 60 years.

This is a landmark moment for UK infrastructure. As the sister project to Hinkley Point C, Sizewell C is the first British-owned nuclear power station announced in over three decades, with backing from HM Government and EDF. With Final Investment Decision secured, the project now moves into full delivery with a clear ambition to build the “next of a kind” safer, faster, and more efficiently through smart replication.

 

Key responsibilities will include:
• Leading and coordinating TOC activities across the full lifecycle from launch through to settlement
• Developing and managing TOC execution plans, deliverables, and governance gateways
• Coordinating technical, planning, estimating, and risk functions to achieve TOC milestones
• Supporting strategy development to deliver works safely, on programme, and within budget
• Monitoring progress against milestones, deadlines, budgets, and reporting to stakeholders
• Managing interfaces across wider project programmes and work packages
• Identifying risks and opportunities, driving mitigation plans and issue resolution
• Supporting readiness, mobilisation, and handover planning to delivery teams
• Driving continuous improvement and applying lessons learned from Hinkley Point C and other major programmes
• Maintaining strong communication with project leads, commercial teams, and delivery stakeholders

Skills and experience sought:
• Proven track record delivering complex projects through the full lifecycle in regulated or high-risk environments
• Experience managing cost, risk, schedule, change, and contract strategy
• Strong preconstruction and project delivery knowledge within civil engineering or infrastructure
• Experience managing subcontractors, consultants, and advisors on major programmes
• Understanding of NEC contracts would be advantageous
• Experience within nuclear, energy, or similarly regulated sectors would be beneficial
