We are excited to be recruiting for the Rebuild USVI – St. Thomas Educational Facilities Bundle 2 project, a transformative initiative modernizing five school campuses and one administration building across St. Thomas. Funded through FEMA and in partnership with the U.S. Virgin Islands Office of Disaster Recovery, this project will create resilient, future-ready educational spaces – from innovative classrooms to gyms designed as hurricane shelters – giving our team the opportunity to make a lasting impact on the community.

POSITION SUMMARY

The Senior Procurement Officer is responsible for the sourcing, tendering, negotiation, procurement, and follow-up of materials, equipment, and services required for international construction projects.

The position will have a particular focus on architectural finishes and millwork packages and will manage procurement activities from initial market research and bid solicitation through supplier selection, purchase order/subcontract award, manufacturing follow-up, and delivery coordination.

The successful candidate will work closely with Procurement, Preconstruction, Operations and Logistics teams to ensure that purchased materials and services meet project technical requirements, budget, schedule, quality standards, and contractual obligations.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Manage assigned procurement packages from RFQ/RFP preparation through final award and delivery, ensuring compliance with project budget, specifications, schedule, and procurement procedures.
  • Source and prequalify local and international suppliers, subcontractors, and manufacturers.
  • Develop and maintain a strong supplier network, particularly for architectural finishes, millwork, doors, flooring, tile and stone, casework, and related interior packages.
  • Prepare and issue RFQs/RFPs, including appropriate commercial and technical documentation.
  • Analyze quotations and prepare comprehensive commercial and technical bid evaluations, identifying exclusions, qualifications, discrepancies, risks, and opportunities.
  • Coordinate with project, design, and engineering teams to ensure proposed materials and products comply with drawings, specifications, approved samples, and project requirements.
  • Lead supplier clarification, negotiation, and commercial alignment meetings.
  • Negotiate pricing, payment terms, delivery schedules, warranties, commercial conditions, and other contractual requirements to achieve the best overall value for the project.
  • Prepare purchase recommendations and supplier selections to project management.
  • Prepare and issue domestic and international purchase orders and agreements in accordance with company procedures and contractual requirements.
  • Monitor purchase orders and manufacturing activities to ensure compliance with specifications, approved submittals, quality requirements, and contractual delivery dates.
  • Coordinate with suppliers regarding shop drawings, samples, mock-ups, technical submittals, production schedules, and inspections, as applicable.
  • Proactively identify and resolve procurement issues including production delays, non-conformities, delivery discrepancies, invoice reconciliation, and commercial claims.
  • Coordinate closely with the Logistics team for international shipments, export documentation, packing requirements, and delivery to project sites.
  • Conduct supplier evaluations, factory visits, and audits when required.
  • Monitor market conditions, material availability, lead times, supplier capacity, and pricing trends that may impact procurement decisions.
  • Maintain accurate procurement records, bid tabs, supplier databases, procurement schedules, and management reports.
  • Provide regular updates to project teams regarding procurement status, risks, savings opportunities, and critical decisions.
  • Support the Procurement Manager in developing procurement strategies and identifying cost-saving and value-engineering opportunities.

 

SKILLS AND QUALIFICATIONS

  • Bachelor’s degree in construction management, Engineering, Architecture, Business, Supply Chain Management, or a related field.
  • Minimum 5 years of procurement experience within the building construction industry, preferably on large-scale commercial, hospitality, residential, or luxury construction projects.
  • Demonstrated experience procuring architectural finishes and/or millwork packages is strongly preferred.
  • Strong understanding of construction drawings, specifications, BOQs, technical submittals, and material schedules.
  • Demonstrated ability to perform detailed commercial bid analysis and supplier comparisons.
  • Strong knowledge of procurement processes, commercial terms, contract terms and conditions, and purchase order administration.
  • Proven negotiation skills with the ability to manage complex commercial discussions with suppliers and manufacturers.
  • Experience with international sourcing and procurement is strongly preferred.
  • Understanding of international logistics, Incoterms, lead times, and import/export requirements is a plus.
  • Strong analytical and problem-solving skills with a clear understanding of the financial impact of procurement decisions.
  • Ability to independently manage multiple procurement packages, priorities, and deadlines in a fast-paced project environment.
  • Excellent organizational skills and attention to detail.
  • Strong written and verbal communication skills in English. Spanish is a plus.
  • Ability to collaborate effectively within multicultural and international project teams.
  • Advanced proficiency in Microsoft Excel and good working knowledge of Word, PowerPoint, and Outlook. Ability to quickly learn procurement software (HA Plus by Oxalys)
  • High level of integrity with the ability to maintain discretion and confidentiality.
  • Ability to travel domestically and internationally, including supplier factory visits and project site visits, as required.
