This is a fixed-term contract position for 6 months.

 

About the role 

As the Deputy HR Manager, partner with HR Director and lead the corporate HR team to deliver comprehensive HR services across all projects, tenders, and corporate functions. The role will be Primary HR contact for project and HR teams, including major projcts, responsible for recruitment, onboarding, employee relations, compliance, training and payroll. This position is highly collaborative, requiring regular liaision with Head Office in France, oversight of management cycles, and driving policy and process improvement. The Deputy HR Manager leads the company's training and development strategy, ensuring a consistent, responsive training plan aligned with business needs. 

 

Key Responsibilities 

  • Serve as the primary HR contact for business units and project teams, providing strategic and operational HR support across all projects and tenders (including solar farms, Sydney Water, and corporate functions).
  • Support recruitment and onboarding for all business units, managing BYCA corporate induction programs to ensure seamless integration of new hires.
  • Act as the main point of contact for international mobility, overseeing relocation, assignment, and visa processes for GLC/IGLCs.
  • Oversee HR Information Systems (HRIS), including recruitment platforms, Learning Management System (LMS), Dayforce to drive efficient utilisation and continuous improvement of HR tools.
  • Facilitate monthly meetings with project HR teams to ensure consistency in recruitment practices, adherence to processes, and optimal use of HR systems across the projects.
  • Lead staffing demobilisation activities for major projects such as Melbourne Metro, as well as for solar farms and Sydney Water projects, ensuring smooth transitions and compliance during project close-out.
  • Responsible for staffing new tender teams: identifying resource needs, supporting management in deciding organisational charts for submissions, and coordinating mobilisation in tender phase.
  • Review and sign employment contracts, ensuring compliance with legal and company standards and maintaining accuracy across salary bandings, grading, job titles, and job families.
  • Participate in monthly payroll meetings to validate and authorize payroll files, approve HR invoices and sign off on all visa documentation for international staff.
  • Advise and support managers and employees in managing disciplinary matters, grievances, and performance issues, ensuring fair, transparent, and consistent outcomes.
  • Promote and contribute to employee wellbeing and psychosocial risk mitigation initiatives, serving as an active member of the psychosocial risk committee.
  • Liaise regularly with Head Office in France regarding international staffing (including participation in the monthly staffing committee), talent management, and key management cycles such as SRG reviews, Annual Exchange Meetings, Talent Reviews, and Mid-Year Reviews.
  • Review, update, and rewrite company HR policies and procedures to ensure compliance, clarity, and alignment with industry best practices.
  • Develop and drive the company’s annual training and development strategy; conduct needs analysis to inform a consistent, responsive training plan for the business.
  • Collaborate with internal and external training stakeholders to deliver targeted, impactful learning programs and initiatives.
  • Serve as the Speak Up Program referent for BYCA, responsible for delivering training sessions across the business and reporting complaints in the Be Signal tool.
  • Act as a trusted HR advisor to business leaders, project teams, and employees, promoting HR best practices, organisational development, and positive workplace culture.
  • Provide mentorship, and performance management for the corporate HR team, fostering engagement and professional development

 

Qualifications & Experience 

  • Senior HR experience within construction or large-scale project environments.
  • Proven ability to drive recruitment, onboarding, and HR administration.
  • Expertise in employee relations, disciplinary matters, and performance management.
  • Experience liaising with international teams and participating in international HR committees.
  • Track record in policy review and process improvement.
  • Demonstrated ability to develop and implement effective training strategies, analyse learning needs, and manage stakeholder relationships.
  • Attention to detail, organisational skills, and ability to manage competing priorities.
  • Advanced communication, interpersonal, and leadership skills.
