Description of the Company:

CBNA, a member of Bouygues Construction, carries out major heavy civil and buildings projects. We have been operating in North America since 2002, delivering large-scale projects such as the groundbreaking Port Miami Tunnel. We currently have operations in Rhodes Island, Washington DC and Montana. Our expertise extends throughout underground works, river and maritime works, linear projects, signature bridges, industrial civil engineering, buildings and property development.

The Potomac River Tunnel project is a landmark initiative under the Clean Rivers Project. The project aims to construct a nearly 5.5 miles tunnel beneath the Potomac River with 2 different TBM, serving as a critical infrastructure element to control combined sewer overflows. This will significantly enhance the water quality of the Potomac and Anacostia Rivers and Rock Creek while bolstering the sewer system’s capacity.

Position Summary

The QC Engineer/Inspector is responsible for performing on-site quality control inspections and documentation across one or more PRT work fronts (TBM operations, precast concrete tunnel lining (PCTL) segment casting, drilled shafts, CSO connections, and grouting/waterproofing) to ensure work is executed in conformance with project specifications, approved ITPs, and applicable codes and standards.

 

Key Responsibilities

  • Perform inspections at assigned work fronts in accordance with approved Inspection and Test Plans (ITPs), verifying conformance to contract drawings, specifications, and referenced standards.
  • Witness and document hold points, witness points, and surveillance activities; halt non-conforming work when authorized and escalate per the project's NCR process.
  • Complete and maintain accurate, timely inspection records, checklists, and daily QC reports.
  • Identify, document, and initiate Non-Conformance Reports (NCRs) for deviations; track through to disposition and closure.
  • Coordinate with construction, engineering, and survey personnel to confirm inspection readiness and resolve field quality issues.
  • Conduct material receiving inspections for all delivered materials upon arrival in accordance with the Approved AOM and project specifications.
  • Review material certifications, mill certs, and submittals relevant to assigned scope prior to use/installation.
  • Support root cause analysis and corrective action development for recurring or significant non-conformances.
  • Maintain calibration records and proper use of inspection/testing equipment.
  • Participate in QC audits and support preparation for third-party/owner inspections as required.
  • Perform fresh concrete and tail void grout testing as required during contingency cases when the Concrete Technician is unavailable.

 

Scope-Specific Duties

  • PCTL Segments: Casting yard inspection — formwork, reinforcement/fibre dispersion, concrete placement, curing, dimensional checks, crack/defect classification.
  • TBM/Tunnel: Ring build inspection, segment handling and installation, tunnel alignment verification support.
  • Drilled Shafts: Excavation, cleanliness/toe condition, reinforcement cage placement, concrete placement inspection.
  • CSO and Adits connection: Civil works inspection, connection tie-ins, NCR tracking and closure support.
  • Grouting/Waterproofing: Mix verification, application inspection, membrane/joint inspection.

 

Qualifications

  • Bachelor's degree in Civil Engineering, Construction Management, or related field (or equivalent combination of education and experience).
  • 3+ years of QC inspection experience on heavy civil, tunneling, or infrastructure projects; underground/tunnel experience preferred.
  • Working knowledge of ACI, ASTM, and relevant design-build QA/QC standards.
  • NICET, ACI, or equivalent certification preferred (concrete, reinforcing steel, or soils/aggregate testing).
  • Strong documentation discipline; proficiency with QC tracking/reporting tools.
  • Ability to work outdoors, at heights, underground, and in varying site conditions.
