Rail Baltica is a greenfield rail transport infrastructure project aiming to integrate the Baltic States into the European rail network. The project involves five European Union countries: Poland, Lithuania, Latvia, Estonia, and indirectly Finland. It will connect Helsinki, Tallinn, Pärnu, Riga, Panevėžys, Kaunas, Vilnius, and Warsaw. The Baltic part of the project is referred to as the Rail Baltica Global Project.

Alliances Objectives
The primary goal of the Alliances is to complete the infrastructure subsystem within the planned timeframe, including all enabling and auxiliary works from Ülemiste to the Estonian–Latvian border.

Rail Baltica in Estonia
The total length of the Rail Baltica railway in Estonia is 213 km and is divided into three Design Sections (DS):
- DS1: Rapla–Tootsi
- DS2: Tallinn–Rapla
- DS3: Tootsi–Estonian/Latvian border
Design Section DS3 consists of three Design Priority Sections (DPS):
- DS3-DPS1: 36.66 km
- DS3-DPS2: 45.32 km
- DS3-DPS3: 12.68 km
Alliance Sections
The project is divided into two Alliance sections:
- Alliance 1: Ülemiste–Pärnu — 142.13 km
- Alliance 2: Pärnu–Estonian/Latvian border — 58.1 km
Alliance 2 Scope
The objective of Alliance 2 is to design and build the Rail Baltica railway from Pärnu to the Estonian–Latvian border within the planned timeframe.
The Alliance 2 contract covers the Design Priority Sections DPS2 and DPS3. This includes the complete design and construction of the railway network from Pärnu to Ikla (Latvian border).
