The Lower Thames Crossing (LTC) is one of the UK’s most significant infrastructure projects.  LTC is a new road that will connect Kent and Essex through a tunnel beneath the River Thames and will be the greenest road ever built in the UK - creating six times more green space than road. The reliable new route will almost double road capacity over the river east of London to reduce congestion and give millions of people more choice on where they live, work and spend their valuable time.

We are excited to share a rare opportunity for an accomplished Procurement Lead to join us at LTC, helping to deliver the Lower Thames Crossing—one of the UK’s most ambitious infrastructure projects. As we build a new route connecting Kent and Essex beneath the River Thames, we’re not only easing congestion at Dartford but also setting new standards for sustainability, connectivity, and public benefit. This is your chance to shape Britain’s greenest road, complete with new green spaces and pathways, scheduled to open in the early 2030s.

 

Key Responsibilities

 

  • Develop and deliver the procurement strategy and schedule for surface works packages
  • Lead end-to-end procurement including tendering, negotiation, award, and contract execution
  • Ensure best value outcomes through strong commercial management and robust negotiation
  • Manage and develop a high-performing supply chain, driving innovation, efficiency, and cost savings
  • Monitor supplier performance, risk, and financial stability
  • Collaborate with internal teams and act as the key procurement interface for surface works
  • Track and report procurement performance, risks, and KPIs
  • Ensure full contractual compliance and governance across all procurement activities

 

 

Knowledge, Skills and Experience:

  • Extensive experience in procurement within major infrastructure or construction projects, ideally including surface works (e.g. highways, earthworks, drainage, pavements)
  • Strong understanding of construction procurement lifecycle from pre-construction through delivery
  • Proven experience in developing and delivering procurement strategies
  • Good knowledge of contract forms, commercial terms, and risk allocation
  • Strong negotiation, leadership, and stakeholder management skills
  • Demonstrable experience managing high-value, complex work packages
  • Strong commercial acumen and cost awareness
  • Experience leading and developing high-performing teams and supply chains
  • Proficiency in Microsoft Office applications (Excel, Word, PowerPoint, Outlook)
